Surrey, BC – The RCMP has confirmed that a Joint Force Operation (JFO) is actively investigating a series of extortion cases across the Lower Mainland, primarily targeting members of the South Asian business community. The coordinated investigation, which began in 2024, has already led to the arrest of two individuals in connection with incidents of arson and the careless discharge of a firearm.
According to RCMP, the two suspects were taken into custody on July 3, 2025, in relation to violent incidents that occurred in Surrey in 2024. Their arrests mark a significant development in a broader investigation that dates back to late 2023, when police began responding to a wave of targeted financial extortion cases. Victims have reported receiving threatening messages demanding large sums of money, with non-compliance often resulting in property damage or other acts of violence.
To address the escalating situation, the RCMP Lower Mainland District established a Joint Force Operation (JFO) in January 2025. The JFO brings together experienced investigators from the RCMP Surrey Provincial Operations Support Unit, Abbotsford Police Department, RCMP Federal Policing – Pacific Region, and BC RCMP Major Crime Section. The team also includes a civilian criminal analyst from the Surrey Police Service.
“This unified team is working tirelessly to advance linked investigations and ensure a coordinated approach to holding those responsible accountable,” said Chief Superintendent Duncan Pound, Assistant District Commander and Operations Officer for the Lower Mainland District. “These arrests are reflective of a shared commitment amongst law enforcement to coordinate efforts, leverage regional resources, and gather the necessary evidence to pursue criminal charges.”
The JFO continues to receive support from the RCMP National Coordination and Support Team and is collaborating with police agencies locally, nationally, and internationally to gather intelligence and secure evidence.
While the JFO focuses on linked extortion cases under its mandate, other similar investigations remain under the jurisdiction of local police departments.
Authorities are urging members of the public, particularly those in the business community, to remain vigilant.
“If you are the victim of an extortion attempt, do not comply with the demands. Save all correspondence and immediately contact your local police to make a report,” RCMP officials advised.
The RCMP has emphasized that while details of the investigation have been kept confidential for strategic reasons, law enforcement agencies are actively prioritizing these cases to ensure public safety and justice for victims.
