Surrey, B.C. – The City of Surrey officially marked the start of construction for the second phase of its 32 Avenue widening project in Campbell Heights with a groundbreaking ceremony today. Valued at $14.4 million, this phase will see 32 Avenue expanded from two to four lanes between 176 Street and 184 Street, along with the addition of a new multi-use pathway on the south side of the corridor to improve safety and access for pedestrians and cyclists.
This project is part of a larger, multi-phased initiative aimed at enhancing transportation and goods movement in the fast-growing Campbell Heights area. When complete, 32 Avenue will feature upgraded multimodal infrastructure stretching from 176 Street to 196 Street.
“32 Avenue was prioritized as part of our strategic transportation short-term projects to support the City’s growing population and economy,” said Surrey Mayor Brenda Locke. “As we expand the Campbell Heights industrial area, enhancing access along this corridor is vital—not only to keep traffic moving but also to ensure our workforce can reach jobs more safely and efficiently. Better infrastructure means more opportunities for residents to access employment centres, which is essential for supporting local businesses, creating jobs, and strengthening our regional economy.”
Mayor Locke also acknowledged TransLink’s contribution to the project, noting the importance of strong partnerships in delivering infrastructure that benefits the entire region. TransLink is contributing $7.2 million toward the first two phases of the 32 Avenue widening project.
“We’re proud to support the City of Surrey in delivering important infrastructure that keeps pace with our region’s growth,” said TransLink CEO Kevin Quinn. “By funding road, pedestrian, and cycling improvements in the Campbell Heights area, we’re helping to create a safer, more connected, and sustainable transportation network. Projects like this are essential to moving people and goods efficiently throughout Metro Vancouver.”
In addition to road and pathway upgrades, the current phase includes improvements to the drainage infrastructure to enhance flow into Erickson Creek and support future development in the area. Construction on Phase 2 is expected to be completed by fall 2026.
The first phase of the 32 Avenue widening, from 184 Street to 188 Street, was completed in June. That phase also included the installation of BC Hydro’s planned duct bank for the area—a cost-effective move that minimized road disruption. BC Hydro fully funded the duct bank project.
Looking ahead, Phase 3 of the 32 Avenue improvements—from 192 Street to 196 Street—is scheduled to begin in 2027.
