Peel Police Dismantle $4.2M Organized Crime Network Linked to Towing Industry

Peel Region – Peel Regional Police, in collaboration with local and provincial law enforcement partners, have dismantled a major organized criminal network connected to the towing industry, recovering over $4.2 million in assets as part of a months-long investigation dubbed Project Outsource.

Launched in July 2024, Project Outsource targeted a criminal organization believed to be responsible for numerous extortion incidents and acts of violence. Investigators uncovered two interconnected elements within the network — one focused on extortion and violent enforcement, and the other embedded within the towing industry.

According to police, several suspects were tied to towing companies operating under the names Certified Roadside and Humble Roadside. The investigation revealed a pattern of insurance fraud involving staged vehicle collisions, along with threats, assaults, and firearm use to intimidate and control local towing operations.

As of June 10, 2025, 18 individuals have been arrested, including Haleh Javady Torabi, a 37-year-old woman from King City, and 17 men from Brampton. The men arrested are:

  • Kulwinder Puri, 25
  • Parminder Puri, 31
  • Inderjit Bal, 29
  • Varun Aul, 31
  • Ketan Chopra, 30
  • Norman Tazehkand, 32
  • Pawandeep Singh, 25
  • Dipanshu Garg, 24
  • Rahul Verma, 27
  • Karan Boparai, 26
  • Mankirat Boparai, 22
  • Simar Boparai, 21
  • Jovan Singh, 23
  • Abhinav Bhardwaj, 25

The accused collectively face 97 criminal charges ranging from participation in a criminal organization, extortion, and fraud, to firearms-related offences. Police confirmed that three individuals have been released with a future court date, while 15 were held for bail hearings at the Ontario Court of Justice in Brampton. Alarmingly, nearly half of the accused were already on judicial release at the time of their arrest.

Over the course of the investigation, officers seized a significant amount of property, including:

  • 18 tow trucks valued at $2.8 million
  • Four personal vehicles valued at $840,000
  • Five stolen vehicles worth $571,000
  • Six firearms
  • 586 rounds of ammunition
  • Two bulletproof vests
  • Various weapons including a crossbow, taser, and baseball bats

Project Outsource was a Joint Forces Operation involving Peel Regional Police, Ontario Provincial Police, Halton Regional Police, York Regional Police, and Toronto Police Service. The initiative was funded by the Ministry of the Solicitor General through the Criminal Intelligence Service Ontario.

This operation follows a sharp rise in violent extortion attempts across Peel Region, particularly targeting South Asian business owners. These incidents have included threats, demands for money, and violent acts such as drive-by shootings. In response, Peel Police established the Extortion Investigation Task Force in December 2023 to address these crimes.
