Surrey, BC – At the Regular Council Meeting held on Monday, Surrey Mayor Brenda Locke directed City staff to explore a pilot program that would allow leashed dogs on weekdays at Crescent Beach from dawn to dusk throughout the summer, extending through to September. The proposal would exclude weekends and statutory holidays, maintaining current restrictions during peak periods.
“I have heard from many residents asking if leashed dogs can be allowed on the Crescent Beach front pathway,” said Mayor Locke. “Currently, dogs are prohibited from May 15 to September 15 to protect local habitats and manage peak summer crowds. However, I believe we can strike a balance—supporting both habitat protection and public access.”
The Mayor emphasized the importance of a thoughtful, balanced approach that respects the natural environment, ensures public safety, and encourages responsible pet ownership.
Following the Mayor’s direction, City staff will now engage in public consultation, assess enforcement needs, and review any required habitat protection measures. A full report will be prepared for City Council’s future consideration.
For residents seeking pet-friendly outdoor spaces, Blackie Spit Park, located just north of Crescent Beach, remains a welcoming option. The park features two off-leash areas, including Surrey’s only dog off-leash swim zone.

I don’t think it matters if it’s ‘allowed’ or not. There already are a bunch of leashed dogs walking the path at crescent beach, and actually a couple unleashed as well when I went this last Saturday..
