GATINEAU, QC — The federal government is introducing changes to the Temporary Foreign Worker (TFW) Program to improve workforce flexibility and support businesses facing labour shortages.
Effective November 6, 2026, Labour Market Impact Assessment (LMIA) applications under the program’s Low-wage Stream will be eligible for a maximum duration of up to two years, doubling the previous one-year limit.
The government is also adding early childhood educators to the list of priority occupations exempt from restrictions on LMIA processing in Census Metropolitan Areas with unemployment rates of 6% or higher.
Employment and Social Development Canada says the changes are intended to address genuine labour shortages and improve predictability for employers. Budget 2026 also allocates $151.5 million over five years to strengthen program service delivery.
