Ottawa, September 29, 2025 – The Government of Canada has officially designated the Bishnoi Gang as a terrorist entity under the Criminal Code, a move aimed at disrupting the group’s operations and safeguarding communities across the country.
Public Safety Minister Gary Anandasangaree made the announcement Monday, stressing that violence and intimidation have no place in Canada.
“As a government, it is our fundamental responsibility to protect people,” said Minister Anandasangaree. “Specific communities have been targeted for terror, violence, and intimidation by the Bishnoi Gang. Listing this group of criminal terrorists gives us more powerful and effective tools to confront and put a stop to their crimes.”
The terrorist listing means that any assets, property, vehicles, or money linked to the gang in Canada can be frozen or seized. It also gives Canadian law enforcement enhanced authority to prosecute offences related to terrorism financing, travel, and recruitment. Under the Criminal Code, it is a crime to knowingly deal with property owned or controlled by a terrorist group, or to provide resources that could benefit them.
The Bishnoi Gang, a transnational criminal organization based primarily in India, is known for its violent activities including murder, shootings, arson, and widespread extortion. Authorities say the gang has an active presence in Canada, particularly in areas with large diaspora communities, where they have spread fear by targeting businesses, community leaders, and cultural figures.
The designation also strengthens the ability of immigration and border officials to block members and associates of the group from entering Canada.
By listing the Bishnoi Gang, Ottawa says it is sending a clear message that criminal terror groups will face the strongest possible response in Canada.
